Il Nuovo Postiglione - Hamburg Senate Withholds Cost Data for Elbtower Museum Alternatives

The Hamburg Senate has refused to release detailed financial calculations concerning alternative locations for the Naturkundemuseum within the stalled Elbtower complex, asserting that such data would compromise the city's negotiating position with the project's investors. The decision has drawn sharp criticism from opposition lawmakers, who argue that the government is prioritizing the rescue of a failed speculative real estate development over fiscal prudence and public transparency.

The controversy centers on the city's plan to house the Natural History Museum in the Elbtower, a structure left unfinished three years ago after investor René Benko declared bankruptcy. In October, the "red-green" coalition government announced its intention to secure the building for the museum, aiming to remove what critics call an eyesore from the Hamburg skyline.

Marco Hosemann, the Die Linke parliamentary group's spokesperson for urban development policy, stated that the Senate has kept most of the relevant documents under seal. According to Hosemann, the government provided fadenscheinigen (flimsy) justifications for the secrecy, claiming that disclosing numbers on other examined variants would interfere with the Senate's decision-making authority and weaken its stance against the Elbtower investor consortium.

The opposition party contends that cheaper alternatives exist but are being ignored due to political pressure. Hosemann noted that a proposal from real estate firm Büll & Liedtke offers to house the museum at the Besenbinderhof for 495 million euros, which is approximately 100 million euros less than the current plan. Furthermore, earlier in the year, the former Gruner + Jahr publishing house building on Baumwall was identified as a viable option for 368 million euros.

Despite these lower-cost options, Finance Senator Andreas Dressel of the Social Democratic Party (SPD) has maintained that the Elbtower is the most economically sound solution under the state budget code. However, critics point out that the current deal involves the city purchasing nearly half of the unfinished tower for 595 million euros to facilitate its completion.

The political dynamics behind the deal have been described as a quid pro quo within the coalition. Hosemann suggested that the SPD secured the rescue of the Elbtower, also known as "Kurzer Olaf" after former Chancellor Olaf Scholz, while the Greens gained the realization of the Natural History Museum, a project they had struggled to advance for years. This arrangement was highlighted when Michael Gwosdz, chairman of the Green parliamentary group, initially criticized the plan as an unnecessary expense during a time when education and social services face budget cuts. Gwosdz later retracted his comments after the Senate clarified its commitment to the museum.

The investor consortium leading the Elbtower project includes prominent figures such as Dieter Becken, the holding company of the late Klaus-Michael Kühne, insurance group Signal Iduna, construction firm Adolf Lupp, and drugstore magnate Dirk Roßmann. Kühne had previously urged the city to intervene in 2024 to save the project after losing significant funds in Benko's collapse.

Hosemann argued that the influence of these investors on the Senate is substantial. He expressed a preference for the private project to be completed by new investors, which would allow the land to revert to the city for its original sale price of 122 million euros. While acknowledging the symbolic value of leaving the ruin as a monument against real estate speculation, he called such an outcome a waste and "ecological madness." Instead, he advocated for a community-oriented restart if the property returns to public ownership, potentially including a museum but determined by genuine civic needs rather than political deals.

The debate underscores broader tensions in Hamburg regarding urban development, fiscal responsibility, and the role of private capital in shaping the city's infrastructure. As the Senate maintains its stance on confidentiality, opposition parties continue to demand greater transparency regarding the costs and alternatives considered in the Elbtower rescue plan.
