Il Nuovo Postiglione - Researchers Warn 'Bookkeeping Trick' Masks Beef Industry's Methane Emissions

Climate negotiators are preparing for the United Nations annual climate summit in Turkey next month, an event that will unfold against the backdrop of a stark U.N. report warning that the world’s window to limit global warming to safe levels is rapidly closing. Central to the discussions at the Conference of the Parties, or COP, will be the urgent need to slash methane pollution. Because methane traps heat approximately 80 times more effectively than carbon dioxide over a 20-year period, reducing its emissions is viewed as a critical lever for slowing near-term warming.

However, measuring methane, particularly from livestock, has become a subject of intense scientific and political controversy. Two new reports released this week argue that current measurement standards are being manipulated to underestimate the climate impact of the beef industry. The findings suggest that wealthy nations with large livestock sectors are using a specific accounting method to misrepresent their progress toward global climate goals.

The controversy centers on a metric known as "global warming potential*" or GWP*. In a new analysis published Oct. 29 and commissioned by Greenpeace International, researchers examined how this method allows countries to equate methane emissions from livestock with carbon dioxide pulses. The report argues that while the science behind GWP* is legitimate for understanding short-lived climate pollutants, its application in national reporting creates a "bookkeeping trick" that obscures real-world warming.

Under the UN Framework Convention on Climate Change, greenhouse gas measurements are standardized as carbon dioxide equivalents based on Global Warming Potential (GWP), typically calculated over 20-year (GWP20) and 100-year (GWP100) time frames. This standardization helps compare different gases. Carbon dioxide persists in the atmosphere for centuries, accumulating over time. Methane, by contrast, causes an initial burst of warming but degrades after about 12 years.

Approximately a decade ago, scientists at the University of Oxford developed GWP* to address this difference. The method equates emission rates of methane and other short-lived pollutants to single pulses of carbon dioxide. It operates on the premise that methane from livestock is part of a natural carbon cycle: the gas originates from vegetation that previously removed carbon dioxide from the atmosphere. Consequently, GWP* assumes that if methane emissions remain stable, they do not cause additional warming, because the gas degrades relatively quickly while natural sinks break it down.

Climate scientists acknowledge that GWP* is a valid tool for understanding how short-lived pollutants behave. However, many worry it is being co-opted to justify weakened efforts to cut livestock emissions. The livestock industry has advocated for a "split gas approach" underpinned by GWP* to better reflect the distinct warming behaviors of long- and short-lived greenhouse gases. Industry groups did not respond to requests for comment regarding these strategies.

Critics argue that GWP* allows countries with historically high methane emissions to claim major reductions even when they make only minor cuts, or in some cases, report "negative emissions" or "climate neutrality." This concern was highlighted earlier this year when 42 prominent climate scientists warned that using GWP* threatens to undercut essential methane reductions by allowing industries to set "no additional warming" targets. An open letter signed by top scientists and addressed to New Zealand Prime Minister Christopher Luxon carried the same warning.

New Zealand became the first country last year to adopt a "no additional warming" target based on GWP* accounting principles. With its economically critical livestock industry accounting for nearly half of the nation's greenhouse gas emissions, the move was seen by critics as potentially deceptive regarding progress toward the Paris Agreement goals.

The Greenpeace report, which utilized modeling by the consultancy group Cerulogy, analyzed the top 10 livestock-exporting countries that have committed to cutting methane emissions by 30 percent by 2030 under the Global Methane Pledge. The analysis compared how these nations' emissions would appear under GWP100 versus GWP*.

The report found that these countries, including beef powerhouses Brazil and the United States, could cut actual methane by just 0.6 percent in 2030 compared to 2020 levels, yet report a 30 percent reduction under GWP*. Sophie Nodzenski, a campaigner with Greenpeace, explained that the metric benefits high livestock producers because it allows them to maintain emission levels relative to a recent baseline without causing additional warming.

"As long as you are not causing more warming than your very recent baseline, you’re essentially fine," Nodzenski said. "This is why it benefits high livestock producers. If they take a recent baseline, all they need to do is keep their emission level sort of stable."

The analysis calculated that if these major livestock-heavy countries reduced actual methane emissions by 30 percent to meet the Global Methane Pledge, they would need to collectively cut the equivalent of 640 million metric tons of carbon dioxide emissions in 2030. However, using GWP*, they could claim 898 million metric tons of "negative" carbon dioxide emissions. The warming caused by the remaining 70 percent of methane emissions would equal 640 million metric tons under GWP100. When combined with the claimed "negative" emissions, this results in a discrepancy of 1,538 million metric tons of carbon dioxide between the GWP* figures and atmospheric reality.

"This bookkeeping trick wipes away real-world climate-heating gases, creating a massive 1,538 million metric [ton] gap between reported figures under GWP* and atmospheric reality in a single year," the report stated. The report noted that this amount exceeds Indonesia’s total greenhouse gas emissions in 2025 or the annual tailpipe emissions from approximately 780 million vehicles.

In the United States, the report found that the livestock industry could claim 218 metric tons of negative carbon dioxide emissions, despite actually emitting 178 million metric tons in 2030. The gap between these numbers is equivalent to the annual emissions of about 86 million cars.

Jennifer Molidor, a campaigner with the Center for Biological Diversity, compared the strategy to tactics used by other industries. "We’ve seen this playbook from the fossil fuel industry. We’ve seen it from Big Tobacco," Molidor said. "It’s creative accounting and fuzzy math, with this difficult concept people trip over."

Molidor and researchers from the University of California, Los Angeles, conducted a separate analysis of livestock emissions and methane metrics. In a study published Oct. 11 in the journal Frontiers in Sustainable Food Systems, they examined how different metrics affect the perceived impact of food categories. The Intergovernmental Panel on Climate Change uses both GWP20 and GWP100, but GWP100 is most commonly used in food emissions analyses.

When the UCLA researchers applied GWP20 across 16 food categories and 222 food items, they found that livestock-based foods, particularly beef, produced significantly higher emissions than when calculated using GWP100. Using the GWP100 metric, beef-based meals were determined to produce about 3,500 grams of carbon dioxide equivalent. Using GWP20, those same meals produced more than 7,000 grams of carbon dioxide equivalent. Most other foods showed similar emissions impacts regardless of the metric used.

"Over 100 years you’re basically averaging out the really high potency of methane," said Jennifer Jay, one of the paper’s authors. The researchers concluded that policymakers and climate negotiators should rely on more than one metric when analyzing the climate impact of global eating patterns.

Jay emphasized the importance of quantitative data for both personal and institutional changes. "It’s really important to tell people that there are real serious differences between beef and other sources of protein," she said. As the COP summit approaches, these findings add pressure on nations to adopt more robust accounting methods that accurately reflect the immediate warming potential of livestock emissions.
